بيان صادر عن مركز الخليج للدراسات الإيرانية – وحدة الدراسات الكردية

حول التصعيد الإجرامي للفصائل المسلحة التابعة لـ"أبو محمد الجولاني" واستمرار الجرائم بحق المدنيين في حيّي الشيخ مقصود والأشرفية

 

يُدين مركز الخليج للدراسات الإيرانية – وحدة الدراسات الكردية بأشدّ العبارات العدوان العسكري المتصاعد والجريمة الممنهجة التي ترتكبها الفصائل المسلحة التابعة لأبي محمد الجولاني (جبهة النصرة/هيئة تحرير الشام ومشتقاتها) بحق المدنيين العزّل في حيّي الشيخ مقصود والأشرفية بمدينة حلب، والتي أسفرت حتى الآن عن استشهاد 7 مدنيين وإصابة 54 آخرين، معظمهم من الأطفال والنساء، جراء القصف بالدبابات والمدفعية والطيران المسيّر، في انتهاك صارخ لكل قواعد القانون الدولي الإنساني.

ويؤكد المركز أن ما يجري ليس حادثاً معزولاً ولا اشتباكاً عرضياً، بل يندرج ضمن سياسة ممنهجة للتطهير والإخضاع العسكري، تنتهجها فصائل أحمد الشرع "الجولاني" بحق الأحياء الكردية وسائر المكونات السورية، في إطار مشروع إقصائي تكفيري يسعى إلى إلغاء التعددية القومية والدينية في سوريا، وفرض أمر واقع بقوة السلاح على حساب المدنيين الأبرياء.

إن الحصار الخانق المفروض على حيّي الشيخ مقصود والأشرفية، واستهداف التجمعات السكنية والبنى المدنية، يعكس عقيدة عسكرية إرهابية لا تفرّق بين مقاتل ومدني، ولا ترى في الشعب السوري سوى خصم يجب إخضاعه أو كسره، وهو النهج ذاته الذي خبرته مناطق سورية أخرى خلال السنوات الماضية.

ويُحذّر المركز من أن هذا التصعيد يأتي في سياق متصل بسلسلة جرائم ضد الإنسانية شهدتها سوريا مؤخراً..

• جرائم النظام في الساحل السوري بحق المدنيين العلويين.
• الانتهاكات الخطيرة في السويداء بحق الدروز.
• الاعتداءات الممنهجة ضد المسيحيين ومقدساتهم.

في مشهد عبثي وكارثي يُراد فيه لسوريا أن تبدو وكأنها ساحة مفتوحة بين الاستبداد والإرهاب، وكأنها لا تضم شعباً متنوعاً ولا دولة، بل فقط جيش النصرة والفصائل المتطرفة من جهة، وبقايا آلة القمع من جهة أخرى.

إن الشعب الكردي، وفي القلب منه سكان الشيخ مقصود والأشرفية، يدفع اليوم ثمناً مضاعفاً:

  ثمناً لاستهدافه القومي، وثمناً لرفضه الخضوع لمشاريع التطرف الديني المسلح، في وقتٍ يُترك فيه المدنيون بلا حماية دولية حقيقية، وبلا مساءلة للمجرمين.

ويؤكد المركز أن الفصائل التابعة لأحمد الشرع "أبو محمد الجولاني" تتحمل المسؤولية القانونية الكاملة عن هذه الجرائم، بما في ذلك:

 - القصف العشوائي.

 - الحصار والتجويع.

 - استهداف المدنيين.

 - استخدام القوة العسكرية لإخضاع أحياء سكنية.

وهي أفعال ترقى بوضوح إلى جرائم حرب وجرائم ضد الإنسانية.

وعليه، يطالب مركز الخليج للدراسات الإيرانية بما يلي:

 - إدانة دولية صريحة وواضحة لجرائم الفصائل التابعة لنظام أحمد الشرع، ورفض محاولات تبييض صورتها أو إعادة تدويرها سياسياً.

 - وقف فوري للقصف ورفع الحصار عن حيّي الشيخ مقصود والأشرفية، وضمان دخول المساعدات الإنسانية دون شروط.

 - فتح تحقيق دولي مستقل في الجرائم المرتكبة بحق المدنيين الكرد وسائر المكوّنات السورية.

 - التأكيد على أن حماية التعدد القومي والديني في سوريا شرط أساسي لأي حل سياسي، وأن مشاريع الإقصاء والتكفير لن تنتج إلا مزيداً من الدم والخراب.

إن مركز الخليج للدراسات الإيرانية – وحدة الدراسات الكردية يؤكد تضامنه الكامل مع أهلنا في الشيخ مقصود والأشرفية، ومع كل ضحايا الاستبداد والإرهاب في سوريا، ويشدّد على أن سوريا ليست ملكاً للميليشيات، ولا حديقة خلفية للتنظيمات المتطرفة، بل وطن لجميع أبنائها دون استثناء.

Statement Issued by Alkhaleej Center for Iranian Studies – Kurdish Studies Unit

On the Criminal Escalation by Armed Factions Affiliated with Abu Mohammad al-Julani and the Continued Crimes Against Civilians in the Sheikh Maqsoud and Ashrafieh Neighborhoods

 

The Alkhaleej Center for Iranian Studies – Kurdish Studies Unit strongly condemns the escalating military aggression and the systematic crimes committed by armed factions affiliated with Abu Mohammad al-Julani (Jabhat al-Nusra / Hay’at Tahrir al-Sham and their affiliated formations) against unarmed civilians in the Sheikh Maqsoud and Ashrafieh neighborhoods of the city of Aleppo.

These attacks have so far resulted in the killing of 7 civilians and the injury of 54 others, the majority of whom are women and children, as a result of shelling carried out using tanks, heavy artillery, and armed drones, constituting a blatant violation of international humanitarian law and the fundamental principles governing the protection of civilians in armed conflicts.

The Center affirms that these acts are neither isolated incidents nor accidental clashes, but rather form part of a systematic policy of military subjugation and violent repression pursued by al-Julani’s affiliated factions against Kurdish neighborhoods and other components of Syrian society. This policy reflects an exclusionary and takfiri project aimed at dismantling national and religious pluralism in Syria and imposing a fait accompli through armed force at the expense of innocent civilians.

The suffocating siege imposed on Sheikh Maqsoud and Ashrafieh, alongside the deliberate targeting of residential areas and civilian infrastructure, reveals an extremist military doctrine that makes no distinction between combatants and civilians and views the Syrian population solely as an adversary to be subdued or broken. This approach mirrors practices previously inflicted upon other Syrian regions over the past years.

The Center warns that this escalation occurs within a broader and interconnected pattern of crimes against humanity recently witnessed across Syria, including:

Serious crimes committed by the regime in the Syrian coastal region against Alawite civilians;

Grave violations in As-Suwayda targeting the Druze community;

Systematic attacks against Christians and their religious sites.

This catastrophic reality seeks to reduce Syria to an open battlefield between authoritarianism and terrorism, as if the country were devoid of a diverse people or a sovereign state, and instead populated solely by Jabhat al-Nusra and extremist factions on one side, and remnants of repressive state machinery on the other.

The Kurdish people, particularly the residents of Sheikh Maqsoud and Ashrafieh, are today paying a double price:

A price for being targeted on the basis of their national identity; and

A price for refusing to submit to projects of armed religious extremism,

at a time when civilians are left without effective international protection and without accountability for perpetrators.

The Center affirms that the armed factions affiliated with Abu Mohammad al-Julani bear full legal responsibility for these violations, including:

Indiscriminate shelling;

Siege and starvation of civilian populations;

Direct targeting of civilians;

The use of military force to subjugate residential neighborhoods.

Such acts clearly amount to war crimes and crimes against humanity under international law.

Accordingly, the Alkhaleej Center for Iranian Studies calls for:

A clear and unequivocal international condemnation of the crimes committed by al-Julani’s affiliated factions, and the rejection of any attempts to whitewash their image or grant them political rehabilitation;

An immediate cessation of shelling, the lifting of the siege on Sheikh Maqsoud and Ashrafieh, and the unconditional entry of humanitarian aid;

The initiation of an independent international investigation into the crimes committed against Kurdish civilians and all other Syrian communities;

Firm recognition that protecting national and religious pluralism in Syria is a fundamental prerequisite for any sustainable political solution, and that projects of exclusion and takfiri ideology will only generate further bloodshed and destruction.

The Alkhaleej Center for Iranian Studies – Kurdish Studies Unit expresses its full solidarity with the residents of Sheikh Maqsoud and Ashrafieh, and with all victims of authoritarianism and terrorism in Syria, and stresses that Syria is not the property of militias, nor a backyard for extremist organizations, but a homeland for all its people without exception.
